The film starts with a preamble of a fight on a distant planet where the president is emptied on a rocket. The film moves to the Earth, where Nobita is thrown out by Gian and Suneo in the wake of obliterating the arrangement of the space film they are making. Nobita hurries to Doraemon and the two enroll Shizuka to make their film.

During shooting, Nobita finds what resembles a toy rocket. Soon thereafter Nobita and Doraemon find Papi, a small humanoid alien, in their room. Papi can converse with the Earth kids through Translation Jelly (like Doraemon's own version) and makes sense that a dangerous enemy is looking for him. Nobita and their friends guarantee him that he will be protected in their home and they play together utilizing Doraemon's Small Light to contract themselves to Papi's size.

Nobita and friends promise to protect Papi and they hide him in a mystery base made by one of Doraemon's gadgets. The PCIA war vessel figures out how to penetrate the base and kidnap Shizuka, as well as take the Small Light and keep the kids from getting back to their ordinary size. Dorakuru, the head of PCIA, leaves a message requesting Papi in return for Shizuka's freedom.
